UAAU is an umbrella association for urban authorities in Uganda. Founded in 1959 by the then (4) municipalities of Kampala, Jinja, Mbale and Masaka, it was registered on May 19, 2008 as a company limited by guarantee.
In 2014, it was registered as a Non -Governmental Organization. Since 1959 it has grown from strength to strength, to the extent that we now have 11 cities, 25 city divisions, 31 municipalities, 89 Municipal divisions , and 586 town councils totaling
to 742 urban councils.
Its main mandate is to advocate for the Urban future through improved funding to Local Governments, better policies and good governance, aimed at enhancing service delivery.

In the inaugural meeting of the Urban Authorities Association of Uganda on 3rd February 1960 the following officials were appointed;
Councillor C. Lewis, Kampala MC-Chairman, Councillor the Hon. J.S. Visana - Deputy Chairman, Councillor A.I. James - Jinja - Honorary Secretary, Mr. K. Evans - Town Clerk Kampala, Mr. C. Westlake - Town Treasurer - Jinja Honorary Treasurer.

UAAU comprises a diverse membership, including 1 City Authority, 10 secondary cities, 25 City Divisions, 31 Municipalities, 89 Municipal Divisions, 586 Town Councils, which collectively work to promote the development of strong, self-sustaining democratic,
and accountable urban authorities in Uganda
To unite urban councils and provide a common voice to present the interests and aspirations of the members and resolve any conflicts arising therein.
To promote good governance and strengthen democracy in Urban Councils.
To provide a unified platform to interface with the Executive, legislative and Judicial arms of government, civil society organizations and other development partners for lobbying and Advocacy on Issues affecting the UAAU membership and fraternity
To provide effective training courses and capacity building for urban authority personnel both elected and appointed.
To provide a platform for building strong united responsible and resilient urban local governments which are capable of delivering services effectively and efficiently and to share experiences of best practices.
To cooperate with government and other stakeholders in order to promote the decent realization policy as a means to address poverty and promote self- sustainability in Urban Councils.
To develop accountable and transparent urban local government systems and structures that is based on modern management practices, good governance and ensures value for money.
To prepare and issue reports, issue papers and memoranda dealing with matters affecting urban administration and to present such policy issues to government and other relevant agencies and development partners.
To consider Government policy and proposals affecting urban administration and to make representations thereon and to seek legal advice or other expert opinion on matters of mutual interest to the Members of the association.
To confer with any similar Association of local authorities in other countries on matters of mutual interest and to promote innovations in service development for member authorities.
To stimulate cooperation and exchange of experiences between Cities and urban local governments as a means of enhancing efficiency, transparency and local participation and shared learning.
To coordinate and facilitate programmes of technical assistance, twinning and partnership arrangements involving urban authorities in Uganda
Upon request to assist the member Cities and Urban Authorities in the task of negotiating and collaboration with local or foreign financiers grants, loans, donations or aid to finance their respective urban authorities.
To purchase, acquire on lease or otherwise acquire any land or buildings for the said purposes or any of them or for any other purpose incidental or conducive thereto and to lease the same or any part thereof.
To borrow or raise money or given security for any specific purpose or purposes of the Association by the issue of Mortgages, charges or other securities founded or based upon all or any of the property and rights of the Association.
To invest any money not required for the immediate purpose of the Association in securities in which such trust money maybe lawfully invested.
To enter into any agreement, in accordance with the laws of Uganda, with any government or authority which may seem desirable and conducive to the Associations purposes and to obtain from such
